In late summer of 2019 I contacted Bill McCloskey in the Governors Office for Agricultural Policy (GOAP). The purpose of the contact was to inquire about the possibility of the state Ag Development Board (ADB) offering a 'one time' program a second time. The original one-time program occurred several years ago, I, along with a local leader, were invited to attend an ADB meeting in Frankfort and address them in person to do a one-time allocation of state funds to low county funds counties to purchase shared use equipment with. They did this for the 16 lowest funded counties across the state at a 75/25 cost share. As previously stated, I again approached them last summer, indirectly through Bill, to see if they would be interested in doing this program again. After several communications with Bill and GOAP director Warren Beeler, they were able to formulate a redesigned program to take to the ADB, which the ADB approved. But it went beyond equipment cost share, and included the 20 lowest funded counties. It included any of the GOAP directed programs offered to the counties, including the CAIP program. I feel that the only reason that this was even considered, much less brought to fruition, was due to the original contact and persistant follow-ups I made with GOAP requesting it. (And that may even have been relayed to me by GOAP administrators)
