Based on the results of the 2023 Community Needs Assessment, Lewis County Citizens perceive building financial literacy and/or resource management skills as a top 15 priority issue. Lewis County 4-H and the Lewis County Family Resource Center headed the organization and facilitation of the 4-H Dollars and Sense Program. The Family Resource Center and Lewis County 4-H partnered with numerous local businesses and organizations, including the Lewis County Public Library, People's Bank of Kentucky, People's Bank of Ohio, First Guaranty Bank, PNC Bank, People's Self Help Housing, and several individual volunteers to work the various booths from which students could purchase items.

The goal of the Dollars and Sense Program was to teach students to think about their purchases and begin to learn basic budgeting skills. Students were given $200 to spend for an entire month and were tasked to visit around 12 booths and purchase something from each of them while staying within their budget. Booths included transportation, fast food, candy store, department store, and more. Students had to purchase enough from each booth to cover what they estimated they needed from each booth. Students were also tasked with taking care of a pet and paying taxes on their income. 4th and 5th graders from Lewis County Central Elementary School and Tollesboro Elementary School took part in the Dollars and Sense Program. Lewis County 4th and 5th graders gained valuable lessons through the Dollars and Sense Program. 74% of the students stated that they would think about the cost of an item before they purchase it as a result of the program. 70% of the youth stated the would plan to think about their budget before making purchases. One thing that participants noted were the prices of items, over 30% of the youth noted that they learned how expensive things are in real life.
