The focus of all 4-H programs is the development of youth as individuals and as responsible and productive citizens. The National 4-H Shooting Sports Program stands out as an example. "Today, there are more than 12,000 resident camps that exist within the United States that serve more than 11 million youth and adults annually (American Camp Association, 2008).
