Situation:

Building the leadership base in a community is a key to the success of a community.  Leaders can emerge from any realm of society.  Many Breathitt County residents share an interest in horsemanship.  Through the formation of a local Horsemen's Association, leadership opportunities will arise for those with that interest.

Long-Term Outcomes:

Eastern Breathitt County will have a marked trail system where users can ride year round.

Intermediate Outcomes:

The local Horsemen's Association will host a trail ride in Breathitt County

Initial Outcomes:

A local Horsemen's Association will be formed.

Evaluation:

Initial Outcome: Formation of the Breathitt County Horsemen's Association

Indicator: Association is formed; Officers elected; By-laws Adopted

Method: Face to face meetings

Timeline: Spring 2017

Intermediate Outcome: The local Horsemen's Association will host a trail ride in Breathitt County

Indicator: Attendance at trail ride

Method: Planning meetings monthly

Long-term Outcome: A trail system in Eastern Breathitt County

Indicator: Marked trails for horsemen; Horsemen from other parts of the state coming in to ride the trails
