Situation:

Substance use refers to the use of selected substances, including alcohol, tobacco products, drugs, inhalants or other substances that can be consumed, inhaled, injected or otherwise absorbed into the body. The use can result in dependence on the substances and other detrimental effects. Substance use refers to episodes of use rather than ongoing, habitual or patterned use.

Substance use disorders affect people from all walks of life and all age groups. These illnesses are common, recurrent and often serious. Fortunately, they are treatable, and many people recover. Substance use disorder suggests alcohol or drug addiction, a disease that affects a person’s brain and behavior. It may lead to inability to control the use of a legal or illegal substance.

Some research has found that mental illness may precede a substance use disorder, suggesting that better diagnosis of mental illness may help reduce the possibility of co-existing conditions. UK HealthCare supports all paths to recovery, using a person-centered approach.

County Situation:

Currently, there is only one substance abuse recovery center in our county and it is faith-based and depends totally upon local donations in order to operate. The schools offer drug education in their curriculum, but there remains an alarming number of addiction rates and deaths from overdoses and alcohol poisoning.  In our county assessment survey, drug and substance abuse were identified as one of the leading problems existing among our youth and adults. Each of our advisory councils and the County Extension Council have expressed concerns about this growing issue.   Magoffin County Superintendent of schools and the county's principals also expressed concerns about the drug problems, during a recent meeting with our ANR/4-H agent and FCS/4-H agent.

Substance use prevention and recovery behaviors for youth include, but are not limited to, pro-social activity, positively relating to parents and other non-parental adults, building supportive networks, healthy coping and stress management, substance use refusal self-efficacy, and peer pressure management.
