Building the leadership base in a community is a key to the success of a community. Leaders can emerge from any realm of society. Many Breathitt County residents share an interest in horsemanship. Through the formation of a local Horsemen's Association, leadership opportunities will arise for those with that interest.
Eastern Breathitt County will have a marked trail system where users can ride year round.

Breathitt County is located in the foothills of the Appalachian Mountains. The economy is depressed due to the decline of coal production. However, the forested terrain and waterways can provide an opportunity for tourism. The Breathitt County Agriculture and Natural Resources Agent met with a group of horse enthusiasts who wanted to establish a Horseman’s Association for social, educational and economic development activities.
