The area that once was the Elliott County Economic Development site has slowly become a recreation and events area. It is home to the 4-H shooting sports range, 4-H livestock pavilion, youth soccer, a fit trail, and the Farmers' Market pavilion. The Farmer's Market Pavilion is home to community events such as God's Pantry food distribution, educatioinal programs sponsored by the County Extension office and other organizatioins. The partnership for a healthy Elliott County saw the need for access to drinking water for the estimated  5000 people who use the area  through the summer. Using grant funds, the group partnered with the Elliott County Farmers' Market and the Elliott County Fiscal Court to purchase and install a frost free water bottle refill station,  and water fountain and a hand washing station with a frost free water spigot to pressure wash the facility and refill the hand washing station. It is installed on the floor of the Farmers' Market Pavilion.
