KY 4-H Issues Conference

Author: Ashley Duvall

Planning Unit: Clinton County CES

Major Program: Leadership

Plan of Work: Developing Leadership, Life Decision Making Skills, Increase Financial Planning and Social Responsibility

Outcome: Intermediate Outcome

In 2025, the Clinton County Extension Council identified Youth Leadership and Substance Abuse as a priority for the Plan of Work. To address this issue, County Agent, Ashley Duvall worked with 2 teen 4-H members who were interested in attending the Ky 4-H Youth Issues Conference held at the Dale Hollow State Park in Burkesville, KY. The two members learned about civic engagement and how to identify community issues, develop an action plan to address these issues and make a presentation to a mock fiscal court asking for funds to support and implement their action plan. The teen leaders created an action plan to team up with the Clinton County Public Library to offer a gaming club for tweens and teens to join in order to find community involvement to combat teen substance abuse. After writing proposed grant, the teen leaders were denied financial support, however, they stated that they felt they had a larger role in their community and felt the responsibility to participate in their community decisions. The 2 teens applied as teen leaders for 4-H Camp, teen ambassadors, and plan to join leadership roles in their county extension council to better their community.
