Civic engagement and leadership programs are crucial for the development of young people as they foster a sense of responsibility, community awareness, and active citizenship. These programs equip youth with the skills needed to address societal issues, advocate for positive change, and participate in democratic processes. By engaging in such initiatives, young people learn collaboration, critical thinking, and leadership, empowering them to become proactive members of their communities. Additionally, these experiences can inspire lifelong civic involvement, ensuring a more informed, engaged, and compassionate future generation capable of driving progress and fostering inclusive societies.

On such program that is offered by the Kentucky Cooperative Extension Service is 4-H Issues Conference. This annual event is designed to empower young leaders across the state. The conference brings together high school students to engage in discussions about pressing local and global issues, fostering critical thinking and problem-solving skills. Participants collaborate on presentations, attend workshops, and hear from expert speakers, gaining insights into effective civic engagement and leadership. The conference aims to inspire youth to take an active role in their communities, equipping them with the knowledge and tools needed to advocate for positive change. By participating, students build networks, enhance their leadership abilities, and become more informed, proactive citizens.

This year four Cumberland County 4-H members attend along with the Cumberland County Judge Executive who was one of the guest speakers during the conference. The Cumberland County Judge Executive also attend Issues Conference when he was in High School. After returning from Issues Conference, the youth in partnership with the Cumberland County Fiscal Court and lead by the Judge started a High School Civics Club that meets monthly. The new Civics Club is method for engaging local youth to informs public policy and future community planning efforts. The 2025 Issues Conference will take place in Cumberland County at Dale Hollow State Park.
