Growing 4-H Through Leadership

The success of the Cooperative Extension Service programming is due, in part, to the dedication of a large cadre of volunteers (Smith, Dasher & Klingborg, 2005).  The 4-H Youth Development Programs within Extension especially depend heavily on adult and teen volunteers to play integral roles in 4-H programming by performing a wide variety of duties and functions.  

The Owsley County Cooperative Extension Service hosted a Councils 101 Workshop led by Dr. Ken Culp III, principal extension specialist for volunteerism. The Owsley County Extension Council attended the workshop along with several officials from the local government and local school board. The community support and attendance of the workshop showed the value the community puts on the work of the cooperative extension service, as well as the support for the mission of the Owsley County Extension Service.  Dr. Culp spoke with the participants about effective county councils, volunteerism, generating volunteers, and utilizing volunteers to reach a wide audience. Participants enjoyed hands on activities and round table discussions centered on growing programming in the county and serving and meeting the needs of Owsley County. Once the workshop was completed, the Owsley County Extension Service received applications from two attendees to become volunteers, in addition there were suggestions and plans made for beginning three new volunteer led programs and clubs in the county for both 4-H and Family and Consumer Sciences. Through the Councils 101 Workshop the Owsley County Cooperative Extension Service has seen a direct increase in volunteer interest, volunteer engagement, and program development.
