Author: Chelsey Anderson

Planning Unit: Cumberland County CES

Major Program: Emergency Disaster Preparedness

Plan of Work: Livestock & Crops

Outcome: Intermediate Outcome

On January 17th, 2023, the Cumberland County Agriculture Agent hosted a LADDER tabletop exercise. This event was presented to the ANR agent from co-workers as one in a series of four pilots. During LADDER participants were engaged in working through real life scenarios during a disaster. The ANR agent was responsible for recruiting participants for the event, taking notes during the event, and assisting with the After-Action Report at the conclusion of the event. The scenario that was presented to the participants was focused on livestock. Participants that were present for the event were the Emergency Manager, Sheriff, City Police, Coroner, livestock producer, and dispatch. Since the tabletop concluded, the ANR agent has followed up with the Emergency Manager to rework the ESF-11 plan for Cumberland County and has gotten it approved by the County Judge. This is the first time that a plan has gone through the whole process. LADDER is made possible by a USDA NIFA Smith-Lever Grant and the University of Kentucky, College of Ag, Food and Environment.
