Plan of Work: Developing Youth Leadership and Communication Skills

Outcome: Initial Outcome

The Russell County 4-H program collaborated with the Russell County School System to provide a citizenship program to approximately 220 fifth grade youth. Citizenship education increases the likelihood of engagement in community education and community service as well as the understanding of the political process. During the 4-H club meetings, youth were introduced to the concept of a citizen, the qualities of a good citizen, American flag etiquette, American flag folding, and the emblems that represent Kentucky. At the completion of the program, the youth were given a survey to assess the impact of the citizenship activities. The youth were asked how they rated themselves as a good citizen; the results are as follows:

  • 95% of the youth felt like they were trustworthy and had compassion for other people.
  • 94% of the youth said that they loved their community and had the courage to make good decisions.
  • 93% of the youth said that they took responsibility for their actions.
  • 91% of the youth said that they were honest and responsible.
  • 90% of the youth said that they tried to obey the rules and that they try not to hurt other people.
  • 87% of the youth volunteer in their school for simple tasks requested by their teachers.
  • 72% of the youth indicated that they kept up with events at school.
  • 58% of the youth indicated that they kept up with world happenings.


Ninety-five percent (95%) of the youth learned how to fold the American flag, and 55% had shown someone else how to do this. Ninety-nine percent (99%) of the youth indicated that they planned to follow the guidelines of displaying the American Flag, and approximately 80% of the youth indicated that they planned to vote in elections as an adult.


Roughly 60 youth were able to complete the culminating activity of the program of visiting the State Capitol in Frankfort under the program offered by Senator Max Wise. They toured the grounds of the Capitol as well as observed the legislative process in the gallery.
