Situation:

In the 2019 Boyle County Extension Community Assessment, of the 14 topics ranked at least Important that can be addressed through Extension education and support, six involved resource and financial management issues.  Local farmers and commercial horticulture producers have requested additional assistance to identify markets and improve economic opportunities.  The county's Economic Development Partnership has identified soft skills development in the current and future workforce as a key factor in attracting new jobs.  Families and individuals experiencing job loss and retirement face many decisions to reduce costs and increase resources.  With 16% of the population living at or below the poverty level and almost 20% being of retirement age (US Census 2019 estimates), more than one-third of Boyle Countians can benefit from educational resources to help them better manage their incomes and control spending and debt.

Long-Term Outcomes:

Individuals, families and farm businesses will improve economic well-being.

Intermediate Outcomes:

Clientele will apply knowledge gained to increase income and/or savings while decreasing debt and/or spending.

Clientele will employ improved life skills to increase their earning power.

Clientele will produce and sell agricultural products more efficiently to a broader market of buyers.

Clientele will use their own labor and resources to benefit their lifestyles and financial situations.

Initial Outcomes:

Clientele will identify and discuss financial knowledge and skills presented in programs.

Clientele will plan budgets and set goals for individual, family, and business financial management.

Clientele will explain the role of investing in improving economic well-being.

Clientele will know of additional marketing opportunities for their commercial horticulture and small business products.

Method:  Record of youth participating in Dollars and Sense; in-program spending of allotted income; in-classroom review of information; in-program consultations on wise spending.

Timeline: Spring semester

Initial Outcome: Youth will describe life skills that can be learned and improved to benefit earning ability.

Method: Record of youth participating in Babysitting 101, 4-H projects with entrepreneurial aspects, communications and leadership projects; management of resources in the conduct of 4-H projects; evaluation of performance by judges in competitive settings; completion of records; post-program evaluations.

Intermediate Outcome: Clientele will apply knowledge gained to increase income and/or savings while decreasing debt and/or spending.
