Leaders and volunteers are important in building engaged and empowered communities. Not only do they provide services to their neighbors in need, but they also support larger, state-wide programs and enhancements through the various organizations in which they serve. Volunteers directly aide local communities not only by their work, but by saving local dollars (over $20.00 an hour), that would normally be spent on the services rendered. Volunteers are able to recruit and train others to also lead and serve in their local communities, thus empowering more individuals within a given area. This process is often called community engagement and allows citizens to really “buy into” where they live and how they can make a difference.
The Breathitt County Horseman's Association will work together to implement local events (a marked trail for tourism) that will allow for volunteer efforts on the part of its members.
KEHA members serve as active Extension and community volunteers engaged in addressing community needs.
4-H youth will volunteer to implement county service projects.
Horseman's members will practice leadership skills learned at workshops. The local Horsemen's Association will provide information on the marked trail system.
KEHA leaders will practice personal leadership skills through leadership roles at the club, county, area and/or state level.
4-H youth will learn about effective leadership and will practice leadership skills through participating in volunteer/service projects.
Horsemen's Association members will be a functioning body with by-laws, elected officers, and appropriate training opportunities for its leaders.
KEHA members will gain organizational knowledge through annual officer and chairman training. KEHA members will increase knowledge and skills in personal leadership through club lessons and special interest workshops.
4-H youth will increase their knowledge and skills in leadership through club lessons and special interest camps/workshops.

The problem - Breathitt County’s poverty rate was at 34.3% in 2016. Breathitt County’s Agent for 4-H Youth Development believes that the best way to combat this issue is to teach the children of Breathitt County about the leadership skills they need to achieve, and to be able to overcome the problems of poverty.The educational program response- The agent works to focus on this by taking 4-H’ers each year to the J.M. The problem- According to Kentucky: By the Numbers, Breathitt County in 2017 had 2,114 youth between the ages of 5-19.
