Situation:

Building the leadership base in a community is a key to the success of a community.  Leaders can emerge from any realm of society.  Many Breathitt County residents share an interest in horsemanship.  Through the formation of a local Horsemen's Association, leadership opportunities will arise for those with that interest.

Long-Term Outcomes:

Eastern Breathitt County will have a marked trail system where users can ride year round.

Intermediate Outcomes:

The local Horsemen's Association will host a trail ride in Breathitt County

Initial Outcomes:

A local Horsemen's Association will be formed.

Initial Outcome: Formation of the Breathitt County Horsemen's Association

Breathitt County Trail Ride

Breathitt County is located in the foothills of the Appalachian Mountains.  The economy is depressed due to the decline of coal production.  However, the forested terrain and waterways can provide an opportunity for tourism. The Breathitt County Agriculture and Natural Resources Agent met with a group of horse enthusiasts who wanted to establish a Horseman’s Association for social, educational and economic development activities.  The initial interest meeting had over 3
