Situation:

In 2017, the number of private establishments covered by unemployment insurance in Letcher County was 38 for goods-producing, 343 for service-providing, and 26 for hospitality & leisure.18 · Between 2012 and 2016, of the 7,214 (+/- 556) workers ages 16 and over, 72.2% (+/- 3.8%) worked inside the county, 20.1% (+/-2.3%) worked outside the county and 7.7% (+/-2.3%) worked outside Kentucky.7 · Between 2012 and 2016, 6.6% (+/-2.7%) of workers ages 16 and over who worked full-time year round were below poverty compared to 3.5% (+/- 0.1%) for the state as a whole.7 · 40.3% of 2016 HS graduates in the county earned an industry certificate compared to 19.2% for the state.1

Long-Term Outcomes:

1. More jobs paying good wages and benefits 

2. More qualified employees for existing and new jobs

4. Number of clients reporting improved financial stability and economic well-being

5. Increase in high school graduation rates and bachelor degree attainment rates

Improve the quality of life for residents in Letcher Co. by developing the skills to plan, budget and monitor their financial status

  2. Clients and youth will understand that a quality education and strong work-ethic plays a significant role in the family’s income
  3. Change KOSA to improve employability through practical living skills and continued education practices 
  4. Increase financial literacy related to savings and investments
  5. Youth and adults will show increased knowledge and skills related to available financial and non-financial resources
  6. Knowledge of diverse farm marketing opportunities
Evaluation:

Outcome: (Long-term) The economic and environmental well-being of Letcher County is strengthened

Indicator:  Positive Changes in statistics regarding poverty levels, average household income, graduate rates, gainful employability and increased participation in environmental education programs

Outcome: (Intermediate) Increased rates of labor force participation and employment, youth contribute to communities, increased partnership with communities for CED issues, farmers identify new markets, farmers diversify production, farmers are able to find off-farm employment for themselves and employees, enhanced decision making and problem solving
